You should check with the Golf Club as ultimately they will process the hole-in-one achievement for the achiever.

Yes.
As long as got minimum 2 reliable witness and must complete 9/18 holes.
Some clubs you call up the course marshal to authenticate or after the round submit your card to the club and get them to issue an official letter for insurance claims or if it's your home club they will process your claim for you.
