Typically around the green when you need to get the ball close to the pin. Minimum air max roll. Easier to use as its like a putter.. Even utilize putting stroke.

I personally don't use one. Even friends who use it doesn't last long as it's more a crutch to your game. Always better to learn the right way. But no harm if it makes golf more enjoyable.

Not sure, but a 9 iron works the same.. Put ur feet together, and try to putt the ball.. Works the same as a chipper

Putter Chipper is allow and legal to use in event, i have check it but the grip of the putter chipper must be round like our iron and cannot fix and change to putter grip to use it, i have use it before when in starting play golf and my chipping is weak and this putter chipper is very cheap

Rule 4-1

Chippers

Q. Do chippers conform to the Rules of Golf?

A. Yes, chippers are iron clubs not putters, and therefore must conform with the requirements for woods and irons. For example, chippers may not have a putter grip, two striking faces or appendages for aiming purposes. Additionally, the USGA considers the long chipper to be not traditional and customary in form and make. Essentially, an otherwise conforming chipper must be approximately the same length as a club of similar loft in the player's bag. (Decision 4-1/3 and Rules 1 through 5 in Appendix II)
